42 bags of heroin seized, 2 charged in Byram Twp. traffic stop

BYRAM TOWNSHIP, NJ (Sussex County) – Two men are facing drug charges following a traffic stop Friday morning in Byram Township.

At 11:40 a.m., a township officer conducted a motor vehicle stop on Route 206 for an equipment violation, police said.

Richard Taylor of Byram Twp., passenger, was found to have a no-bail warrant from Broward County, FL for possession of cocaine. While Taylor was exiting the vehicle, the officer allegedly observed an open can of beer between the passenger door and the side of the seat, police said.

Thomas Ratliff of Budd Lake, NJ, driver, allegedly admitted the beer was his and that he had been drinking, police said.

A search of the vehicle was conducted and a quantity of drug paraphernalia along with 42 bags of heroin were allegedly discovered. Both suspects allegedly denied knowledge or ownership of the heroin and were placed under arrest, police said.

Ratliff was charged with cracked windshield, open container in a motor vehicle, consumption of alcohol in a motor vehicle, possession of a narcotic in a motor vehicle, possession of drug paraphernalia and possession of heroin.

Taylor was charged with possession of drug paraphernalia and possession of heroin.
