PHILLIPSBURG, NJ (Warren County) – A month-long investigation into the alleged distribution of heroin within Phillipsburg has led to the arrest of two Warren County men, according to Warren County Prosecutor Richard Burke.
On Sunday, Phillipsburg police, Greenwich Township Police, Washington Township Police, Hackettstown Police, NJ State Police and the Warren County Prosecutor’s Office Narcotics Unit executed a narcotics search warrant in Phillipsburg, Burke said.
According to the prosecutor’s office, heroin and crack cocaine were seized. Additionally, a .32 caliber handgun was seized from an individual connected to the investigation, Burke said.
Shacree Chapmen, 36, of Phillipsburg was charged with two counts of third degree possession of heroin and cocaine, two count sof third-degree possession with intent to distribute heroin and cocaine, and one counts of second-degree endangering the welfare of a child by engaging in conduct which caused a minor to be abused or neglected, specifically by possessing with the intent to distribute heroin and cocaine in a room occupied by the minor child.
Oscar Clarke, 25, of Port Murray was charged with one count of second-degree possession of a handgun.
The second degree endangering charge carries a maximum term of imprisonment of ten years and or a fine of $150,000. The unlawful possession of a handgun charge carries a maximum term of imprisonment of ten years with a mandatory period of parole ineligibility of 42 months and a fine of $150,000. Each third degree offense carries a maximum term of imprisonment of five years and or a fine of $35,000 for possession and $75,000 for distribution or possession with the intent to distribute a controlled dangerous substance.
